One of four flag designs I came up with for the League of the Rhine, a confederation of German states created after a non-Napoleonic dismantling of the HRE at the end of the 18th century in the Disaster at Leuthen timeline by Direwolf22 on AlternateHistory.com. This would most likely be used for a later, possibly federalized, League of the Rhine, which is why I didn't include it on the related map.

Symbolism:

Black for Cologne, yellow for Cleve, Mark, Münster and others, red for Westphalia, Berg, Münster and others. The eagle is for Dortmund, capital of the League of the Rhine.
No Belgium around to complain about the colour theft.
